Tax liability is a major source of concern for anyone invested in Bitcoin and other digital assets. In sum, some have described it as nothing short of a nightmare. But while some countries are putting pressure on investors and levying taxes on income and capital gains from Bitcoin transactions, many are taking a different approach—often with the aim of promoting better adoption and innovation within the crypto industry. They’ve implemented friendlier legislation, and allow investors to buy, sell, or hold digital assets with no tax liability. Here’s our list of the nine most crypto-friendly tax jurisdictions. ———————
Belarus is taking an experimental approach to cryptocurrencies. In March 2018, a new law legalized cryptocurrency activities in the East European state, exempting individuals and businesses involved in them from taxes until 2023 (when it will come up for review.) Under the law, mining and investing in cryptocurrencies are deemed personal investments, and so exempt from income tax and capital gains. The liberal laws aim to boost the development of a digital economy, and technological innovation. The country was recently ranked third in Eastern Europe and 19th globally in levels of P2P crypto trading.
Germany offers a unique take on taxing digital currencies such as Bitcoin. Unlike most other states, Europe’s biggest economy regards Bitcoin as private money, as opposed to a currency, commodity, or stock. For German residents, any cryptocurrency held for over a year is tax-exempt, regardless of the amount. If the assets are held for less than a year, capital gains tax doesn’t accrue on a sale, as long as the amount does not exceed 600 euros ($692). However, for businesses it’s a different matter; a startup incorporated in Germany still needs to pay corporate income taxes on cryptocurrency gains, just as it would with any other asset.
Hong Kong 🇭🇰
Hong Kong’s tax legislation on cryptocurrencies is a broad brush affair, even after new guidance was issued earlier this year. Essentially, whether cryptocurrencies are taxed or not depends on their use, according to Henri Arslanian, a global crypto leader at PwC. “If digital assets are bought for long-term investment purposes, any profits from disposal would not be chargeable to profits tax,” he wrote in March when the directive was introduced. But he added that this doesn’t apply to corporations—their Hong-Kong sourced profits from cryptocurrency business activities are taxable.
In Malaysia, cryptocurrency transactions are currently tax-free, and cryptocurrencies don’t qualify for capital gains tax, because digital currencies are not considered assets or legal tender by the authorities. But the law is currently fluid; it only applies to individual taxpayers, and businesses involved in cryptocurrency are subject to Malaysian income tax. And things may soon change. Mohamad Fauzi Saat, director of Malaysia’s tax department said in 2018 that Malaysia was committed to working towards issuing comprehensive guidelines on the tax treatment of cryptocurrency by the end of 2020.
The government of the so-called “Blockchain Island” recognizes Bitcoin “as a unit of account, medium of exchange, or a store of value.” Malta doesn’t apply capital gains tax to long-held digital currencies like Bitcoin, but crypto trades are considered similar to day trading in stocks or shares, and attract business income tax at the rate of 35%. However, this can be mitigated to between five percent and zero, through “structuring options” available under the Maltese system. Malta’s fiscal guidelines, published in 2018, also discriminate between Bitcoin and so-called “financial tokens,” equivalent to dividends, interest or premiums. The latter are treated as income and taxed at the applicable rate.
Portugal has one of the most crypto-friendly tax regimes in the world. Proceeds from the sale of cryptocurrencies by individuals have been tax-exempt since 2018, and cryptocurrency trading is not considered investment income (which is normally subject to a 28% tax rate.) However, businesses that accept digital currencies as payment for goods and services are liable to income tax.
Capital gains tax does not exist in Singapore, so neither individuals nor corporations holding cryptocurrency are liable. But companies based in Singapore are liable to income tax, if their core business is cryptocurrency trading, or if they accept cryptocurrency as payment. The authorities consider payment tokens such as Bitcoin to be “intangible property” rather than legal tender, and payment in the cryptocurrency constitutes a “barter trade” where the goods and services are taxed, but not the payment token itself.
Slovenia is another country that treats individuals and businesses separately under its cryptocurrency tax system. No capital gains tax is levied on individuals when they sell Bitcoin, and gains are not considered income. However, companies that receive payment in cryptocurrencies, or through mining, are required to pay tax at the corporate rate. Notably, the Mediterranean country doesn’t permit business operations in cryptocurrency alone (such as only accepting Bitcoin as payment.)
It’s no surprise that Switzerland, home to the innovation hub known as “Crypto Valley”, has one of the most forward-thinking tax policies too. Stellar Lumens vs Other Cryptocurrencies • Lumens vs. Bitcoin: Jed McCaleb spoke at Distributed Markets in 2017 about the advantages, but more importantly, the disadvantages of Bitcoin. Listen to the talk here. Jed said, “Bitcoin is this awesome innovation. The first thing it does is converts a real world resource, electricity, into a digital asset. So it takes something from the real world and puts it into the digital realm. The second thing it does is provides immutable public record. It’s basically a database that everyone can see but no one change arbitrarily… That’s great, Bitcoin solves the double spin problem [ of proving possession and transmitting volume]… [However, to fix the problems of bitcoin] you might think well maybe we’ll just kind of keep adding [software] to Bitcoin until we get there, but that’s not really the way software works. You want to have the design from the beginning and solve these simple issues. Bitcoin was designed to be a new currency, it wasn’t really designed to be this unifying universal payment network. So that’s what Stellar does. It solves these three remaining issues.” • Lumens vs. Bitcoin #2: According to wired.com, "Bitcoin mining guzzles energy - and it's carbon footprint just keeps growing." Wired says "Today, each bitcoin transaction requires the same amount of energy used to power nine homes in the US for one day... The total energy use of this web of hardware is huge—an estimated 31 terawatt-hours per year. More than 150 individual countries in the world consume less energy annually. And that power-hungry network is currently increasing its energy use every day by about 450 gigawatt-hours, roughly the same amount of electricity the entire country of Haiti uses in a year." Because Stellar is based on a consensus algorithm rather than mining, it takes much less energy to run the Stellar network. The Poseidon Foundation decided to build their platform on Stellar rather than Ethereum or Bitcoin because of this (twitter source). • Lumens ICO tokens vs. Ethereum ICO tokens: According to Stellar.org, "traditionally, ICO tokens have been issued on the Ethereum network in the form of ERC20 tokens. ERC20 tokens are easy to issue and are infinitely customizable using Ethereum’s smart contracting language. However, recent events have highlighted and exacerbated some weaknesses of the network, including slow transaction processing times for the network during ICOs and increasingly expensive gas prices (by fiat standards) for transactions and smart contract execution. Moreover, many organizations require only basic tokens; they adopt the risk of Ethereum’s Turing complete programming language without taking advantage of many of its benefits." "While Ethereum has the most expressive programming capabilities, we believe Stellar is the best choice for ICOs that do not require complex smart contracts. Stellar’s primary goal is to facilitate issuing and trading tokens, especially those tied to legal commitments by known organizations, such as claims on real-world assets or fiat currency." • Stellar vs. Ethereum #2: The median transaction time on Stellar is 5 seconds, compared to approximately 3.5 minutes on Ethereum (source). Stellar has a negligible transaction fee (.00001 XLM ~= $0.0000002) with no gas fee for computation, while depending on the complexity of the computation, the median cost for a transfer on the Ethereum network is $0.094. Security: While both Stellar and Ethereum run on a decentralized network, the Stellar network has fewer security pitfalls. Stellar uses atomic transactions comprised of simple, declarative operations while Ethereum uses turing complete programming capabilities which produces less auditable code and greater risk of exploitable vulnerabilities(source). Recently, a security flaw in the Ethereum network froze millions of dollars. According to Mobius ariticle written by David Gobaud, "On November 6, 2017, Github user deveps199 'accidentally' triggered a bug in Parity, a popular Ethereum mult-sig wallet, that froze more than $152 million in Ether across 151 addresses. The bug impacted several token sales including Polkadot, which has had ~$98 million out of its recent $145 million sale frozen." "Mobius had none of its ongoing pre-sale Ether frozen because we do not trust Ethereum’s Smart Contract based multi-sig wallets given the vast Turing complete attack surface and did not use one. Security broadly is one of the main reasons the MOBI token that powers the DApp Store is a Stellar Protocol token and not an Ethereum token." • Lumens vs. Ripple: According to Wall Street Bitcoin Exchange, "Many investors like to compare the company [Stellar] to Ripple, and there are a lot of similarities, being that some of the founders worked on the Ripple team. In what can now be looked at as another blockchain development drama that plays out on chat boards and in interviews all across the globe. Stellar declared they fixed Ripple’s problems with their hard fork, however, Ripple has failed to admit to any of the flaws in its design that the Stellar team has pointed out." The article concludes by saying, "We Choose XLM Over XRP For 2018. That is why we are going with Stellar Lumens over Ripple in our portfolio for the rest of 2017 and 2018. After holding Ripple for a long time this year, it just never seems to make the big break like other names with bigger market caps like Bitcoin Cash, Dash, and Litecoin have. While we are holding on most all our larger market caps, we feel that Stellar Lumens will be one of the break out coins for 2018." . . Localbitcoins Volume Analysis Shows Countries Where Fiat is Hyperinflationary, Bitcoin Gaining Traction

On Localbitcoins, buyers and sellers complete deals directly with each other, using the full spectrum of fiat payment methods, ranging from bank transfers to gift cards. Here, we’ll discuss countries with rapidly increasing Localbitcoins trading volume. These are usually countries undergoing a fiat inflation crisis or countries which have enacted severe regulations on Bitcoin trading leaving peer to peer trading as the only option. It is good to first look at Localbitcoins trading volume in the United States before identifying countries without of the ordinary volume trends. Bitcoin is legal in the United States, and the United States perhaps has the lowest fiat inflation rate in the world at 2-3 percent since the USD is the underpinning of the global fiat currency system. The trading volume on Localbitcoins in the United States gradually increased to $10 million per week during the peak of the December 2017 Bitcoin rally and has since then leveled off to $6 million per week. Countries with relatively stable fiat currencies follow this trend of an all-time volume high during the peak of the 2017 Bitcoin rally, followed by a gradual decline during the 2018 bear market. This includes Australia, Canada, the European Union, Hong Kong, Malaysia, New Zealand, Singapore, Switzerland, and the United Kingdom. South America Seeing Rapid Increase in Peer to Peer Bitcoin Trading South American countries that where people use Localbitcoins are seeing rapidly increasing volume throughout 2018 despite the bear market, and this appears to be due to a continent-wide fiat inflation crisis. In Argentina, Localbitcoins trading volume has rallied from ARS 1 million to ARS 9 million since the beginning of 2017. The Argentinian Peso (ARS) has simultaneously experienced 140 percent inflation relative to the USD. The hyperinflation of the ARS itself does not yield the 9X increase in Localbitcoins trading volume, so clearly, the actual amount of peer to peer Bitcoin trading in Argentina is also rapidly increasing thanks to fiat hyperinflation. Venezuela is experiencing the most well-known hyperinflation crisis in the world right now, with the inflation rate in excess of 400,000 percent according to the Cafe Con Leche Index, and a total collapse of the Sovereign Bolivar (VES) seeming imminent. Localbitcoins trading volume in Venezuela is exponentially increasing, from VES 8,000 at the beginning of 2017 to VES 3.8 billion currently. It is likely that a large part of this volume rally can be explained by cryptocurrency adoption proliferating across Venezuela, as its citizens move their money into cryptocurrency in order to protect themselves against catastrophic hyperinflationary conditions. The Localbitcoins trading volume in Venezuela in terms of Bitcoin confirms this, with volume increasing from 274 Bitcoins at the beginning of 2017 to 1,743 Bitcoins currently. Chile is also seeing a steady rise in Localbitcoins trading volume in terms of the native fiat currency the Chilean Peso (CLP). During the peak of the 2017 Bitcoin rally volume reached CLP 213 million per week, and in November 2018 trading volume was as high as CLP 243 million. Since April 2018 the CLP has had 19 percent inflation relative to the USD. In 2016 and 2017, the CLP was actually strengthening relative to the USD, so the inflation trend in Chile is relatively new. Colombia has seen Localbitcoins trading volume rapidly increase from COP 230 million at the beginning of 2017 to COP 8.13 billion per week in November 2018. Simultaneously, there has been 13 percent inflation of the Colombian Peso (COP) relative to the USD since the beginning of 2017. Actual Bitcoin volume has surged from less than 100 Bitcoins per week at the beginning of 2018 to more than 650 currently. Since Colombia is the next-door neighbor of Venezuela, perhaps this surge in Localbitcoins volume has something to do with Venezuelans obtaining the Bitcoins they need in Colombia. In Peru, Localbitcoins weekly trading volume has steadily increased from PEN 60,000 at the beginning of 2017 to as high as PEN 3.145 million in November 2018. Simultaneously, Bitcoin volume has surged from less than 20 Bitcoins per week to 236 Bitcoins. The Peruvian Sol (PEN) has seen 10 percent inflation relative to the USD during 2018. Overall, it is clear that fiat inflation in South America is not confined to Venezuela. Argentina, Chile, Colombia, and Peru are also experiencing fiat inflation and a major uptick in Bitcoin adoption. Thanks to this, it appears that South America will be a hotspot for cryptocurrency adoption in the coming years. India Peer to Peer Bitcoin Trading Surges Due to Ban of Centralized Exchanges The Indian Rupee (INR) has had 11 percent inflation relative to the USD since the beginning of 2018. The bigger story in India regarding Bitcoin is that the Reserve Bank of India has banned the use of bank accounts for Bitcoin activity, which has effectively banned centralized Bitcoin exchanges. This has caused a steady increase in peer to peer Bitcoin trading on Localbitcoins, which is still legal, from INR 48 million per week in May 2018 to as high as INR 122 million during November. There is some speculation that India will make Bitcoin completely illegal like its neighbor Pakistan. Iran Sanctions Cause Peer to Peer Bitcoin Trading to Spike Crippling international sanctions on Iran were announced in September 2018 and implemented by November in response to Iran breaking its nuclear treaty. The Iranian Rial (IRR) experienced 430 percent inflation relative to the USD, going from IRR 36,000 per USD at the beginning of 2018 to IRR 190,000 per USD by September. However, the Supreme Leader Ayatollah Ali Khamenei ordered that everything must be done to strengthen the IRR, and the free market ended at that point. Currency traders have been executed, making the living ones scared to bid the IRR lower, and Bitcoin has been made illegal to prevent outflows of capital. Localbitcoins trading volume spiked during the September 2018 hyperinflation crisis but is currently falling quickly due to the risks associated with trading Bitcoin in Iran. Russia and Kazakhstan Have Rising Bitcoin Trading as Fiats Experience Inflation Russia certainly had a trading volume spike on Localbitcoins during the peak of the 2017 Bitcoin rally, but in general, volume is consistently rising from Russian Ruble (RUB) 750 million per week in April 2018 to RUB 1 billion per week currently. This coincides with 21 percent inflation of the RUB relative to the USD during the same period of time. Russia’s neighbor to the south, and former part of the Union of Soviet Socialist Republics, Kazakhstan, is also seeing consistently high Localbitcoins trading volume during 2018. The Kazakhstani Tenge (KZT) has seen 17 percent inflation since April 2018 relative to the USD. Localbitcoins trading volume data shows that peer to peer Bitcoin trading is increasing worldwide in several countries even during the 2018 Bitcoin bear market, and this is often associated with fiat hyperinflation. In general, it is thought that if hyperinflation were to become a problem in the United States and the European Union, Bitcoin would have a chance to become the primary global currency. The hyperinflation crisis being observed in several countries worldwide provides a glimpse of what the transition from fiat to Bitcoin may look like. In some countries there is a ‘smooth’ transition, with Bitcoin volume rising as fiat collapses, while other countries experience a rough transition in which Bitcoin is made illegal, making it hard to measure Bitcoin adoption on the ground.

The four applicants who were successfully awarded a license are: Bitcoin Exchange Co., Ltd., Bitkub Online Co., Ltd., Satang Corporation, and Coins TH Co., Ltd. The former three are digital asset exchanges, while the latter is a cryptocurrency brokerage. That being said, Thailand’s friendliness towards the crypto trade is not to be mistaken with leniency or a laxation in security measures. While the above four were granted operating licenses, two other applications from Cash2coin and Southeast Asia Digital Exchange Co. Apex Clearing, a digital financial clearing and execution company, announced Wednesday of plans to launch a new cryptocurrency brokerage subsidiary. As a result, Apex’s clients, who are primarily wealth management and financial advisory firms, will have access to investment opportunities in cryptocurrencies. Initially in its brokerage service, Apex will include Bitcoin, Bitcoin Cash, Litecoin, and Ethereum before expanding to other coins.
The Australian Securities Exchange (ASX) has announced a six-month delay in the rollout of a specialized blockchain to facilitate equity transactions. ASX has been working to implement the blockchain since December 2017 and had plans to launch in late 2020. However, with the six-month setback, ASX will not launch the blockchain until March or April of 2021. ASX cited plans to devote more time to user development and testing in explaining its decision to delay the blockchain’s launch.
Abra, the cryptocurrency wallet startup, is now permitting deposits to come from European bank accounts. Users in Single Euro Payments Area (SEPA) can now transfer Euros (or other national currencies) directly into Abra.
The ASX is delaying the roll-out of a blockchain settlement system until 2021. After receiving 41 written submissions form various stakeholders in the process (clearing & settlement, payment providers, market operators, etc), ASX management decided it makes sense to delay implementation and extend the development testing period.
Bittrex announced it is partnering with Cryptrofacil to launch a cryptocurrency trading exchange for Latin America. The new exchange will be based out of Uruguay.
Coinbase announced Thursday of plans to roll out new crypto trading pairs for the British pound. David Farmer, general manager of Coinbase Pro, said in a blog that Coinbase Pro will begin offering trading services for the pound against Ethereum, Bitcoin Cash, Ethereum Classic, and Litecoin. Coinbase Pro already offers trading services for the pound against bitcoin.
Crypto.com is launching its first cryptocurrency debit card in Singapore. The company raised USD$25mm this past June in its an ICO. Crypto.com will be partnering with payment provider Visa to deliver its debit card.
Industrial & Commercial Bank of China, the largest bank in China, has announced it will focus on investing in “intelligent banking” and the deployment of new financial technologies. The goal of the bank is to introduce “smart banking” to the financial ecosystem in China.

This addition to the Stellar network will bring access to currency markets of South and Central America,UK and a number of EU countries. • Novati (ASX:NOV) - is an Australian-based software technology and payment services provider. Novatti is currently working to integrate it’s platform into the Stellar network with the ultimate aim to build a global money transfer solution to provide cross border, cross currency and cross asset payments. • Pundi X - is an Indonesia based fintech company that provides POS device, debit card, multi-currency wallet that empowers individuals to buy and sell cryptocurrency at any physical store in the world. They say "buying cryptocurrency should be as easy as buying a bottled water." • MoneyMatch - is a Malaysia based fintech startup that provides a fully-digital peer-to-peer currency exchange platform for customers to transfer and exchange foreign currencies with complete ease and at great value. Stellar Lumens vs Other Cryptocurrencies • Lumens vs. Bitcoin: Jed McCaleb spoke at Distributed Markets in 2017 about the advantages, but more importantly, the disadvantages of Bitcoin. Listen to the talk here. Jed said, “Bitcoin is this awesome innovation. The first thing it does is converts a real world resource, electricity, into a digital asset. So it takes something from the real world and puts it into the digital realm. The second thing it does is provides immutable public record. It’s basically a database that everyone can see but no one change arbitrarily… That’s great, Bitcoin solves the double spin problem [ of proving possession and transmitting volume]… [However, to fix the problems of bitcoin] you might think well maybe we’ll just kind of keep adding [software] to Bitcoin until we get there, but that’s not really the way software works. You want to have the design from the beginning and solve these simple issues. Bitcoin was designed to be a new currency, it wasn’t really designed to be this unifying universal payment network. So that’s what Stellar does. It solves these three remaining issues.” • Lumens vs. Bitcoin #2: According to wired.com, "Bitcoin mining guzzles energy - and it's carbon footprint just keeps growing." Wired says "Today, each bitcoin transaction requires the same amount of energy used to power nine homes in the US for one day... The total energy use of this web of hardware is huge—an estimated 31 terawatt-hours per year. More than 150 individual countries in the world consume less energy annually. And that power-hungry network is currently increasing its energy use every day by about 450 gigawatt-hours, roughly the same amount of electricity the entire country of Haiti uses in a year." Because Stellar is based on a consensus algorithm rather than mining, it takes much less energy to run the Stellar network. The Poseidon Foundation decided to build their platform on Stellar rather than Ethereum or Bitcoin because of this (twitter source). • Lumens ICO tokens vs. Ethereum ICO tokens: According to Stellar.org, "traditionally, ICO tokens have been issued on the Ethereum network in the form of ERC20 tokens. Stellar has a negligible transaction fee (.00001 XLM ~= $0.0000002) with no gas fee for computation, while depending on the complexity of the computation, the median cost for a transfer on the Ethereum network is $0.094. Security: While both Stellar and Ethereum run on a decentralized network, the Stellar network has fewer security pitfalls. Stellar uses atomic transactions comprised of simple, declarative operations while Ethereum uses turing complete programming capabilities which produces less auditable code and greater risk of exploitable vulnerabilities(source). Recently, a security flaw in the Ethereum network froze millions of dollars. According to Mobius ariticle written by David Gobaud, "On November 6, 2017, Github user deveps199 'accidentally' triggered a bug in Parity, a popular Ethereum mult-sig wallet, that froze more than $152 million in Ether across 151 addresses. The bug impacted several token sales including Polkadot, which has had ~$98 million out of its recent $145 million sale frozen." "Mobius had none of its ongoing pre-sale Ether frozen because we do not trust Ethereum’s Smart Contract based multi-sig wallets given the vast Turing complete attack surface and did not use one. Security broadly is one of the main reasons the MOBI token that powers the DApp Store is a Stellar Protocol token and not an Ethereum token." • Lumens vs. Ripple: According to Wall Street Bitcoin Exchange, "Many investors like to compare the company [Stellar] to Ripple, and there are a lot of similarities, being that some of the founders worked on the Ripple team. In what can now be looked at as another blockchain development drama that plays out on chat boards and in interviews all across the globe. Stellar declared they fixed Ripple’s problems with their hard fork, however, Ripple has failed to admit to any of the flaws in its design that the Stellar team has pointed out."
